Hello.
I got my Philippine driver license just by show up at the local LTO with a translation of my driver license from my embassy and i had to pass a medical exam which was kind of a joke... and the drug test.After that it was to wait a little and i got my new driver license. I was in LTO office max 2 hours.I got mine in Makati.
It was never a question about the other requirements.
I did not got my "proff. license" for trucks and buses etc. but i dont care anyway.

Any one knows how to obtain a registration/
bought motor?
I have settled here recently finally and now am about to buy a
motorcycle to go around.
I am (not yet) married and on a visitors 'visa'. Also NO drivers license.
On the LTO site I saw these additional requirements for Foreigners:

1. Original Alien Certificate of Registration (ACR) with photocopy
2. Original valid Visa/Passport with photocopy and any of the following:
- Permit to stay in the country for at least five (5) months and has
stayed in the country for at least one (1) month
- Contract from Philippine employer that certifies stay of at least
five (5) months
To my knowledge it is not possible for an visitor to obtain an ACR
card? ( tough this site says a tourist/temporary visitor are required
to obtain it after the 59th day of stay stay....

My extension receipt however shows an paid item noted as 'ACR'
Any help on how to get the motor registered and get a plate ?
