If you buy your bike from a licensed deealer, chances are very good
it will be licensed and insured for one year. They will not ask to
see a drivers license or passport. They don't care.
As for your questions and concerns about getting a license/permit,
it will depend on which LTO office you approach, and specifically
who at that office you talk to. If you talk to four different people
at the same counter, DO NOT be surprised if you get 4 different
answers. Take the best one. Expect to spend the better part of two
days, take a drug test, eye test, written exam, etc.
Another option some use is a fixer. If you use a fixer the maximum
you should expect to pay is around P3000. Fixers hang around every
LTO office, and can make things easier. (For a fee, of course)
